Last minute policy changes by the Bush administration

Bush rushes environmental policy changes ... and none of them favor the environment.

I would have expected nothing less after his last 8 years of stellar environmental leaps and bounds made by his campaign......

It doesn't surprise me, considering (as mentioned above) he's not exactly the most environmentally concerned individual. I don't think any of these incentives to "attract business interest" will be material enough to warrant loosening any of our already inadequate environmental regulations.

Is the MPA in the Pacific the only major thing he has done environmentally?

George Bush often is a business man before anything else. I think his thinking may be that if he can loosen regulations and make mining and agriculture more affordable then maybe the economy can at least temporarily benefit from it. At this point Bush is probably desperate for something to make his eight years seem like anything other than failure.

At the end of their terms all Presidents have tried to put in eleventh hour regulations. In President Bush's case I am not at all surprised that the regulations will have a negative impact on the environment. The article stated that most environmentalists want a program to cut greenhouse gas emissions, but seeing how Bush wont even ratify the Kyoto Protocol, I dont think that would ever happen. Throughout his Presidency Bush has been pro-industry and now at the end of his term nothing has changed. His administration may have a plan to create a great marine wildlife sanctuary but I wouldn't be surprised if that is the one proposal that does not go into affect.

It seems that this is a practice of all administrations on their 'death bed'. This last dying attempt to leave some sort of impact on the country despite it's neg. or pos. implications. Take for example the practice of last minute exonerations of incarcerated persons. Last second calls either to prove who is still boss, or more likely, unfavorable to the extent that you wait to the end so as to acquire little or no back lash. Bush is cramming for an exam that history will post a grade of 'failing' on his final legacy report card.
